The services industry plays increasingly obvious role in global economic growth. The contribution of services industry in developed countries has generally reached about 70%.The service industry in the China’s new normal economy accounted more than 50% for GDP over the second industry for the first time. The service sector has increasingly become the leading engine and new direction in transition to new world economic.At the same time the demands for services show a meticulous and professional orientation.The competition in the service industry become more and more intense. Companies have to obtain sustainable competitive advantage,relative to the previous tangible property and human capital asset management.More and more organizations depends on the learning ability to acquire and integrate new knowledge. The key to promote learning ability is to create the environment of supporting and encouraging innovation.Business innovation climate are at different levels,and the same time there are also different performance of innovation to them.So the relationship between innovation climate and service innovation performance is complex. Based on the existing literature, the research on organization innovation climate and performance is still in its infancy. At present the influence factors to performance in research mostly regard some psychological characteristics as intermediary variable such as organizational trust. What is the internal interaction mechanism between innovation climate and innovation performance ? Whether learning ability is the mediator of innovative climate affect on innovation performance ? If so, whether the different dimensions of learning ability effect specific? Based on the literature review, this paper establishes the conceptual model and theoretical assumptions through an interviewscase and collect of 226 relevant service enterprises data by questionnaires, then use of reliability and validity analysis, structural equation modeling and other methods of analysis.Only clarify their role in relation at the organizational level could we reveal the internal mechanism between innovation climate and innovation performance.The main conclusions are as follows:(1) The innovative climate are positive to innovation performance.(2) The route between innovation climate and performance exist four paths: The first, innovation climate promote internal performance directly. The second,innovation climate promote internal performance indirectly through learning ability. The third,innovation climate promote customer performance indirectly through learning ability.The fourth, innovation climate promote customer performance through learning ability and internal performance.(3) Learning ability exists mediated function between innovation climate and innovation performance. Finally, the results proposes management implications to cultivate innovation capability of enterprises, and help companies achieve competitive advantage and improve innovation management performance according to the paths of innovation climate effect on performance.
