Off-farm workers group which has typical Chinese characteristics is the result of incoordinate urban and rural rights and interests in dual society structure in China. With the acceleration of urbanization, this group will continue to exist and increasingly affect the process of China’s modernization. Off-farm workers (’long-term and abundant existence) has made great contributions on speeding up marketization, industrialization and urbanization in China since China’s reform and opening up. Although the government has increasingly concerned the issues about off-farm workers in recent years, and has constantly improved the policies and measures to protect their rights and interests, the distinction on treatment, welfare and social activities rights caused by identity difference still exists in a large extent, and the off-farm workers’social security rights and interests are still hard to safeguard. As vulnerable groups in the labor market and "marginal people" in urban society, the off-farm workers’lack of social security rights and interests has seriously affected and restricted the process of urbanization as well as the sustainable development of economy and society, and examines and weighs the social fairness and justice at the same time. With the western social security theory, western labor force transfer theory, Maslow’s hierarchy of needs theory and the government function theory as profilers, and Laiwu City of Shandong Province as the researching site, this paper aims to parse the social security rights and interests conditions that the off-farm workers are facing in the new historical background, explore the internal mechanism on protecting the social security rights and interests of off-farm workers, and provide theoretical basis and practical basis for protecting their social security rights and interests in a new era. By taking Laiwu City in Shandong Province as an example, this paper is to analyze the economic, institutional, organizational and social factors that influence the social security rights and interests of off-farm workers, explore a government-led, enterprises, social groups, and off-farm workers co-participated protective system for safeguarding off-farm workers’ social security rights and interests, build a protective mechanism of off-farm workers’ social security rights and interests which can embody the social fairness and justice reasonably, comprehensively and systematically, and orderly promote the citizenization of off-farm workers, thus making the off-farm workers authentically share the reform and developmental achievements of urban and rural integration.
