Problem Research Of "the Simultaneous Construction Of Two Areas" In Qihe Urbanization Process

Ever since the eighteenth Congress Meeting, the new urbanization strategy has made a prominent contribution in terms of expanding domestic demand and boosting economic growth. Thus began the China’s urbanization transformation. However, with the acceleration of urbanization process, problems such as the lack of scientific planning, poor infrastructure and so on came into sight. As the booster of economic growth, the urbanization should make use of the strategy of small towns. By means of the top-level design we should cooperatively push it forward, closing the gap between urban and rural places and that between farmers and city residents, breaking the state monopoly of land primary market and on the basis of the villagers autonomy and the implementation of the basic management system finally realizing the reform and innovation of small cities and towns.In recent year Dezhou has made "the simultaneous construction of two areas" (rural residential community and industrial park) its focus to coordinate urban and rural development, accelerate urbanization and take the lead to build a well-off society in an all-round way. In accordance with the principle of "integration of urban and rural planning, residential community, park employment and public service coverage", Dezhou has been the first one in the country to set such a county urbanization pattern as to absorb on the spot or in the vicinity of agriculture-transferred population, providing a model for the whole country.Qihe, a traditional agricultural county belonging to Dezhou, has 500,000 farmers among its population of 700,000. How to make the production and living conditions of the 70% of the population improved significantly and the well-off dream realized synchronously in promoting the comprehensive well-off and new urbanization is a big issue. After a thorough analysis of the actual situation of the whole county, combining the higher-level government’s policy and through measuring and contrasting, Qihe clearly sets its working idea:"the simultaneous construction of two areas" being the breakthrough point, on the spot or in the vicinity absorbing agriculture-transferred population, and accelerating the work of urbanization in the whole domain. Practice has proved that "the simultaneous construction of two areas" is in conformity with the law of society development, but in the process of groping forward, there also exist some problems that cannot be ignored.This paper takes "the simultaneous construction of two areas" in Qihe, Dezhou, Shandong province as its research object, refers to the urbanization construction development situation at home and abroad, investigates the implementation of "the simultaneous construction of two areas", and summarizes the suggestions to solve the current problems, hoping to help speed up the urban and rural development and urbanization construction in Qihe and at the same time to serve as a reference for other areas in exploring new urbanization. The paper, in the first place, clearly stated related concepts of "the simultaneous construction of two areas", expounded its policy background on the central government, provincial and local levels. The author believes the source of the funds, the construction of the public service facilities, farmers to change the way of life, industrial park construction, and community management system have been restricting "the simultaneous construction of two areas". First of all, money is a serious bottleneck, how to actively broaden the source of funds is a critical factor of "the simultaneous construction of two areas". Secondly, the improvement of public service is directly related to farmers in changing the way of life. Only by establishing perfect public service system can farmers adapt to the community life as soon as possible and meet the demand of the farmers growing service need. Thirdly, constructing a complete set of industrial park is a significant means to ensure the land-lost farmers income, but at the early stage, how to establish suitable industrial park for rural areas and the farmers as well requires both policy and planning study. Finally, the improvement of the community management system is an important guarantee for the sustainable development of rural community, which is not only related to the stability of the rural community but also is the priority of "the simultaneous construction of two areas".This paper argues the macroscopic background of "the simultaneous construction of two areas" is the transition of the national development strategy and the existing problems in urbanization are the microcosmic one. "The simultaneous construction of two areas" is an innovation in the process of the new urbanization. It fits perfectly with the law and requirements of urbanization development, improved farmers’ production and living conditions and maintained the stability of the rural grass-root regime, thus it is worth paying attention to. Although some provinces and cities have put this policy into practice, all are at the exploration stage. With no mature experience, Qihe still need more exploration in future development, just like crossing the river by feeling the stones.
