Along with the rapid development of China’s industrialization and commodity economy, much of the rural land use rights have transferred to other people or groups. The circulation of rural land use right have provided land for economic and industrial development, while, at the same time it causes lots of problems that threaten social harmony and stability, as well as healthy economic development. One of them is peasants’ welfare issues.Here we say peasants, we refer to the kind of peasants that have rural land transferred to other people, the number of those people have risen to tens of millions. There life have been greatly influenced by the temporarily losing of land use right, both for the current economic states and for life in the future.In the rural areas of China, the land use right transfer is quite common, plus the close relations between peasants’ various welfare and rural land, therefore, it is very necessary to study the peasants’ welfare changes and the measures to safeguard them, in order to preserve rural social stability and justice, and to promote the harmonious development in rural areas.By studying how the foreign scholars define and measure welfare, this paper evaluates the peasants’ welfare changes in Tangtu Village in the town of Wulijie, Jiangxia District of Wuhan City, analyzes the reasons and then discusses the approaches of peasants’ welfare safeguard in land use right circulation.The paper consists of seven main parts, the first one is the introduction, the second is the basis and theory of the research, the last part is mainly about the conclusion and future research prospects, the other four big parts are the main body of this paper.The third part introduces the way of evaluating peasants’ welfare before and after the land transfer by using the theory of practical ability index proposed by Amartya Sen.Firstly we states what functional subsets we choose and why we choose them when we quantify the peasants’ welfare changes.Then the paper gives a brief introduction to the procedures, methods, formulas of welfare fuzzy evaluation, as well as the logical relations among them, including the setting of fuzzy welfare function, index variable, membership function and the collection of indices.In part four, based on above-mentioned theoretical expressions, we empirically study the welfare changes of peasants lived in Tangtu Village, Jiangxia District. Specifically, to begin with we illustrates the design of the questionnaire, including the content, options and so on.Secondly, we sketch how we determine the target group, investigation and sampling method before we carry out the field survey, then we simply state the survey area and the sample characteristics of it.Thirdly it illustrates the maximums and minimums we choose when we calculate the membership degree of the indices and the reason we select them.Lastly, we analyze the results of the peasants’ welfare fuzzy evaluation.The statistics show that in terms of welfare status, what those peasants gained is larger than what they lost in this land use right transfer.In part five, we mainly analyze the reasons for why the peasants’ welfare is damaged.By analyzing, we come to the conclusions that five reasons are responsible for this, that is, the underestimated transfer prices, the barriers to getting non-agricultural job, the difficulties of rights protection, the neglection of peasants’ land transfer willingness and the dispute created by land transfer income distribution.On the basis of the present situation and the reasons of peasants’ welfare damage, in part six, we put forward the countermeasures to safeguard the peasants’ welfare, to improve their welfare level, promote social fairness and the construction of socialism harmonious society.To achieve this, we should improve the land use right transfer price, help the peasants to get re-employed through various approaches, offer legal aid to the peasants to help them protect their legitimate rights and interests.Furthermore, we should also perfect the land use right transfer process to keep peasants informed, respect their willingness and maintain the village harmony by actively promoting the dispute resolution.
