Measurement Of Technological Innovation Prosperity Index In Central China

The development of social economy is closely related to the strength of regional technological innovation. Technological innovation is the fundamental driving force of economic growth. In recent years, the government continues to promote the importance of technological innovation and formally proposes that mass entrepreneurship innovation is one of the two major power sources to develop economy. The regional technology innovation capability of the central region of China is in the middle and lower level compared with the eastern region, the northeast region and the western region. It is only higher than that of the western region. In view of the present situation of the central area’s regional technological innovation ability, in order to improve the central region technology innovation ability and promote the implementation of the strategy of the rise of central China better, it is necessary to research the development level of technological innovation capability of the whole central region and the central six provinces.Based on the research status at home and abroad, this paper uses the method of literature review, prosperity index method and early warning signal system to evaluate the technology innovation ability of the central region and six provinces and establish the central region technology innovation prosperity early warning signal system. The results of the analysis are useful for the formulation of innovation policy. The main research contents are as follows:(1)The research status at home and abroad is summarized.(2) The related concepts and related basic theory of regional technology innovation capability and prosperity index are described.(3) The study selects initial prosperity index according to the prosperity index screening principle and use time difference correlation analysis method and the peak and valley corresponding methodaccording to the leading indicators, consistent indicators and lagging indicators to classify standard primary indexes into three categories.(4) According to the steps of establishing early warning signal system, the limit value of technology innovation warning signal system is established, and the result of signal light in six provinces and central regions is obtained.Through the analysis, this paper draws the following conclusion.(1) The leading indicators, consistent indicators and lagging indicators of the central region and the six provinces exist the 1-2 years of time lag.(2)In the central region and the six provinces from 1990 to 2013, the technological innovation capability can be divided into three stages of development, respectively, for the rapid development stage, the stage of stable development and sustainable development.(3) According to the results of the technology innovation early-warning signal lamp indicates, at present the technological innovation capability development growth in the central region and the six provinces of central China are in normal state, not yet reached prosperity rise(boom).The innovation of this paper is as follows.(1) According to the leading indicators, consistent indicators and lagging indicators classification criteria, the study use synthetic index method establishing the respective technological innovation capability evaluation index system of the six provinces in central China and the central region, and then according to calculation of their technical innovation prosperity index to analyze their technical innovation boom state.(2)Regarding changes in technology innovation prosperity index value as early warning indicators, the study establish the technological innovation cycle early warning signal system. According to the instructions of the light color, the state of technology innovation development can be judged. It provides the basis for the relevant departments to develop specific decision.
