With the rapid development of China’s economy, enterprises are facing a variety of intensified competition. As a unique competition, human capital also come out. How to develop a high-quality workforce? In terms of human resources and support, how to provide services to enhance the core competitiveness of enterprises? These are placed in front of HR issues, we can find that training is not only an important way, but also an important means.The 404 Company Limited.,China National Nuclear Corporation,as a large joint venture of nuclear industry, is currently in the "three overlay" urgent need for staff training to provide personnel support. But there are many problems in staff training, According to investigation and research, the company identify existing problems in currently training system. Combined with the theory, optimization targeted staff training system has important practical significance.This paper clarifies the research background and significance, introduces the training on the concept and content. The theory are reviewed of the well-known scholar and academic research on the aspects of training to provide a theoretical basis for the optimization design herein employee training systems; Secondly, this paper makes a brief introduction for 404 company. The basic situation of human resources analysis shows the Status of training and problems, and analyze why the problem is formed; Besides, according to the actual situation of 404 company, it optimize the design staff training system. Based on the company’s development strategy, it refines the dominant ideology of optimization training system and determines the specific optimization design principles. This paper analyzes the staff training needs and optimizes four sub-systems, including the design the training organization system, the training process system, training system, and training supporting system.Then this paper proposes three safeguards to protect concrete from the training organization, corporate culture, security, financial security company. Finally, it summarizes the results of this study, points out the shortcomings of the paper and discusses the next extension of this study.
