Science and technology are important force to promote the development of social an2 d economic, while the science and technology is created by the science-technology talents, so the quality of science and technology is determined by the team construction situation of science-technology talent. Young science-technology talent is an important part in scientist team, and they are the fundamental factors that restrict the development of talents. National level, to support the development of young science-technology talent is mentioned by the leaders in several public speeches; local level, many training scheme for young science-technology talent are issued by local government. Responding to the call, the program management approach for young Science-technology nova in Shaanxi Province is promulgated by Shaanxi provincial science and technology department in 2009. Over the past six years, it’s necessary for us to evaluate the policy, and find the problems, then to correct it.At present, the policy evaluation research has introduced a variety of methods in theory, but in the fact, there exist great difficulty in data collection and selection criteria, so in the reality of policy evaluation, qualitative description is the main method, while the quantitative study method such as mathematical models、statistical analysis is used more less, the study based on the perspective of policy action subject is used more less, which leads to results of the assessment influenced by the subjective judgment, and lack of scientific. This paper introduces the background and the main content of the policy about young science-technology nova in Shaanxi province, then pointed out that the selection measures and training measures are the core of policy. Further, by using the method of text analysis, the policy has been divided into 13 selection measures and 10 training measures, at the same time, the 24 young science-technology talent policies has been investigated, and the selection and training measures had been analyzed. Then, the analysis results of young science-technology nova in Shaanxi province policy and 24 young science-technology talent policies had been compared, and the measures which appear in the two type policies will be retained as the content of the young science-technology nova in Shaanxi province policy. Further, the content of the enterprise level in selection and training of young scientists has been determined by investigation into the enterprise. Finally, the paper put forward the evaluation conclusion and some correction suggestions based on the perspective of enterprise, and whether the theoretical analysis is correct, the article made a further verification. By using structural holes method to establish the network structure model and network structure holes model of the young science-technology policy measures, the policy was analyzed, and according to it’s position in the network and occupy the quantity of the structural holes, to sort their importance. The result shows that the measures which are added in the young science-technology nova in Shaanxi province policy based on the perspective of enterprise are amost all the more important measures, while the measures which are not taken into account in the young science-technology nova in Shaanxi province policy are ranked in the end. Thus, through the empirical research, the evaluation conclusion has been identified, and then put forward the recommendations for the young science-technology nova in Shaanxi province policy based on the perspective of enterprise.In this paper, using text analysis method to have a theoretical analysis on the policy, then using structural holes method to test and verify the theoretical analysis results, which provides a theoretical basis and practical reference for policy evaluation.
