Research On The Construction And Application Of Semiconductor Enterprises Informatization Evaluation System: ABC Company Perspective

Five years ago, informatization system is just a function for enterprises;Nowadays,it means success or failure. According to the statistics of the world’s most authoritative IT research and consulting firm Gartner, global information-based total spending had been exceeded3.7 trilliondollarsin 2014.Semiconductor companies are technology-intensive and capital-intensive economic entities, with high level innovation of product,and high investmentrequirement, it is part of high-risk and high-yield industry. With the development of economic globalization, semiconductor companies business activities have been beyond borders, formed a global organic economic economy by trading, capital flows, technology transfer and service supply, and all of this due to the development of the enterprises informatization. With the increasing investment of information, questions like how to evaluate the efficacy of the informatization of input and output, how to evaluate information impact on the enterprise had been proposed. So an objective evaluation system is needed urgently to answer the questions like how to evaluate the performance of the enterprises informatization, how to confirm if the enterprise information goal is achieved or not. Performance evaluation of informatization becomes a thing that investors and managers need to fully understand. Under this background, this thesis proposed to research performance evaluation system of informatization for the semiconductor enterprise, and the writer wishes the results can contribute to the development of China’s semiconductor industry.This thesis summarized the research background and the significance of the performance evaluation system at first, then reviewed the domestic and foreign research situation on enterprise informatization performance evaluation system,especially introduced the benchmarking framework in details. And there are detailed analysis for the existing problems and root causes of building and using informatization performance evaluation system for the semiconductor enterprises.Base on the informatization performance indicators system which released by NIEC(National Informatization Evaluation Center),the writer constructed the performance evaluation system for ABC company. For continuous improving, the writer introduced the survey feedback and 7C management idea which used by IBM, and improved the NIEC informatization performance indicators system. The study may improve the informatization performance evaluation system of China, could be inspiration and reference for China information performance evaluation system history.
