Recruitment is a common management challenge for technology-oriented enterprises. How to improve the validity and efficiency of recruitment is the realistic problem to be solved urgently in human resources management. Using various recruitment evaluation methods is onel of effective ways, among which, the Recruitment Evaluation based on the Competency Model is a general designation of a series of methods, which uses different recruitment evaluation methods and tools according to competency elements for different positions. This method is of great significance for the enterprise to realize talent-post fit.This research is based on the HR mangement of HJ Institute. First of all, the literature review, questionnaire survey, behavioral event interview methods are applied to obtain the three kinds of Position Competency, engineers, wokers, manager included, which then analyzed and summarized into the knowledge, skill, competence. Secondly, focuse on the recessive competency for in-depth exploration, and get the competency model of three kinds of positions. At last, elabo rate the the principles of construction and main functions of building Recruitment Evaluation Management System, as well as the implementation.The results of this paper have some reference value for the large state-owned enterprises, which have plans to build Recruitment Evaluation Management System.
