The Research Of Performance Evaluation About Government Policy Which Support Farmers’ Intensive Management In Jiangxi Province

The central committee of the communist party of China, the state council promulgated several opinions on accelerating the development of modern agriculture to further increase the vitality of rural development on December 30, 2012. It claims that the innovation in agricultural production and operation organizations is the core and foundation of modern agriculture construction,so we should respect and safeguard farmer’s main status in production,cultivate and strengthen the agricultural production and operation organizations. Meanwhile, it is important to create a favorable policy and legal environment and adopt varieties of policy and measures to support the union operation, professional investors and family farm. In accordance with the scale, specialization, standardization development requirements, we should spare no effort to improve the level of intensive management of farmers as well. According to the file, JiangXi Province announces more intensive policy support for farmers on the basis of its actual condition and present policy. So how to scientifically evaluate the policy performance and enhance the scientific and effective policy support, promoting the development of farmers in Jiangxi province, has become an urgent task.Performance evaluation is an important part of human resources management. After years of development, the related theory and practice exercises is mature.With the development of economic and society, scientific and democratic decision-making and administration have become the inevitable choice of government’reform and public expectations. Using the mature theory and method in performance evaluation to evaluate the performance of the government policy has become a hot research topic among foreign experts and scholars. This paper takes Jiangxi Province as an example. After practical investigation, it initially screens the available index with the theory and method of performance evaluation. Then it makes a qualitative and quantitative analysis according to the experts’ opinion, determining the final index for the policy performance evaluation so as to establish an scientific and efficient evaluation index system.On this basis, comprehensively using the theory of Delphi method,analytic hierarchy process and fuzzy comprehensive evaluation method, we can construct suitable performance evaluation model for the research of intensive policy of farmers.Through this research, we get the following conclusions: one is that the overall performance of support policy is satisfied. Second, how to make market give full paly to the intensive development of farms still need the further force. Third, there is a long way to go in how to respect and protect farmers intensive management development in the interests of the peasants by law and safeguard the health of farmer intensive management in order to achieve sustainable development. Fourth, due to some subjective and objective reasons, the degree of specialization and household intensive management development is not enough. Finally, on the basis of empirical research and the successful experience, the author put forward suggestions, so as to help farmers’ intensive management development in Jiangxi province.
