The Government Responsibility In The Development Of Consumer Service Industry Of The City

At the present stage, the life service industry of the developed countries is having a new high development. The industry structure has showed a general trend of transition from “industrial economy” to “service economy.” It indicates that the world is getting into an era of service economy. As a pillar industry in the service economic times, the life service industry has played a more important role in national economy. The development of the life service industry around the world has become an important indicator measuring economic stage of development of the countries. Our country shall follow the world trend of development of service industry. In the 90 s of the 20 th century, after the emphasis of the concept of service industry in China, the Government has started to pay more attention to the development of service industry. The life service industry has also become a focus in the academic world and obtained many research results. Because of lack of understanding of the traditional concept towards the life service industry, slow Marketoriented process and inadequate investment, the whole level of thelife service industry is still lower than some developed countries. In November 2015, the general office of the state council issued《about speed up the development of the life service industry for upgrading the consumption structure of guidelines》, which is the first comprehensive and systematic policy documents to promote the development of the life service industry in our country, and the overall deployment to meet the needs of the people consumption upgrade, promote the life service industry and improve scale, quality and efficiency.From the perspective of theoretical research, it elaborates the theory basis of the government responsibilities in the development of the life service industry in the city and the related theories in role positioning, content and form. The life service industry in our country has some problems which are the offside and absence of government, unclear responsibilities in the departments. And it tells the reasons in the process of the government role. It states from the failure of the government, economic man hypothesis of the government, lack of the cultivation of market mechanism, the system design and path dependence. From the perspective of empirical research, it hackles the main methods of fulfillment of government responsibilities in the life service industry in New York, London, Manchester city and Tokyo, which come on a series of supporting policies, space planning guides and so on. The life service industry will be a competitive advantage of industry. From comparative analysis of the government responsibilities in the life service industry of the foreign typical cities, it draws some reference experiences. From the perspective of empirical research, Songjiang Shanghai as a case, it analysis the government responsibilities in the development of the life service industry, especially in combination with the main existing problems and their causes of the government responsibilities in the development of the life service industry, and puts forward a series of promoting some solutions of the government responsibilities in the development of the life service industry. It is not only an important strategic significance for the sustainable development of thelife service industry of Shanghai,but also a good enlightenment and reference for promoting the development of the life service industry of other cities.
