National competition is becoming increasingly fierce as the development of economic globalization and knowledge-based economy. The competition is based on economic, science and technology and human resources has become an important strategic resource while talent competition in comprehensive national strength become increasingly decisive. Professional and technical personnel are the backbone of our talents, which plays an important role in the construction of an innovative country and a moderately prosperous society. It is necessary for us to comprehensively strengthen the building of professional and technical personnel during the process of intense international competition and enhancing independent innovation capability to achieve sound and rapid economic and social development of the necessary requirements. In recent years, Linyi City of Shandong Province achieved remarkable results in the process of actively exploring the road of new industrialization by focusing on the key industrial enterprises above designated size and constantly improving the level of industrial development, However, the above-scale industrial enterprises are still facing constraints in advanced technology in Linyi,which was caused by the lack of professional and technical personnel. If the professional and technical personnel infrastructure doesn’t keep pace, the corresponding core technology will not be able to grasp and thus the market and development will be controlled by others.This article which based in the specific area of Linyi City, Shandong Province uses large-scale industrial enterprises as the breakthrough point to analyze industrial enterprises above designated size by combining professional and technical personnel evaluation system on the relevant theory. It points out that the work of Linyi City personnel evaluation of the scale industrial enterprises embodied in government, business and third-party agencies with a detailed analysis which points out the deficiencies including the lack of a complete system, evaluation purposes and means of inversion and the lack of practical training. And it analyzes the main reasons which embodies in the concept of human development priorities having not formed and the lack of government regulation of the gripper and evaluation incentive and so on. The Article then put forward the principles of the talent evaluation system of industrial enterprises above designated size which including Scientific Principles, systematic Principles,diversity Principles, dynamic Principles and it propose a framework consisting of three major components, namely an internal evaluation system, external evaluation of the system and evaluation and feedback system. It explores the basic content of each system to enrich and improve the theory above-scale industrial enterprises on local talent evaluation system research, to provide a reference for government decision-making.
