Study On The Evaluation Of Coal Resource Development Benefit From The Perspective Of Ecological Civilization

The development of coal resource has promoted our economic and social development, but at the same time it has brought serious resource and environmental issues, which seriously restricted the development of coal resource exploitation industry. Under the background of the construction of ecological civilization and the change of the economic development mode, the coal resource development stakeholders changed their benefit pursuit, and then their focus on the coal resource development has transferred from the economic and social benefits to the economic, social, resource and environmental benefit. Therefore, constructing the evaluation estimation model of coal resource development benefit from the perspective of ecological civilization and concretely evaluating the benefit in monetary form, can clearly and intuitively reflect the specific circumstances of the coal resource development benefit, which is not only the basis of correctly understanding the contribution to national economy of the coal resource development, in conformity with the trend of ecological civilization construction, but also providing an effective way for the policy adjustment, reform and efficiency improvement of coal resource development.Firstly, this text analyzes the relationship between ecological civilization and the benefit of coal resource development. It shows that the ecological ethics view under the ecological civilization will change human beings’ benefit demands and focus on the economic activities. Based on the overall analysis, this text analyzes the stakeholders’ benefits requirements in different stages of civilization and emphatically discusses the demands under the construction of ecological civilization. Then making the conclusion that the coal resource development benefit is the comprehensive benefit, formed by the economic, social, resource and environmental benefits. And combined with the existing research, this text analyzes the contents of each benefit from the scope of object and ways. Finally discussing the main characteristics of coal resource development benefit under the ecological civilization, including compound, ductility, lag and systematicness.Secondly, on the basis of fully understanding the main contents and characteristics of coal resource development benefit under the perspective of ecological civilization, this text makes the "cost-benefit" of national economic evaluation as the main evaluation method. According to some principles, this text selects and analyzes the benefit index, then constructs economic, social, resource and environmental evaluation estimation model, and further the comprehensive evaluation estimation model. Finally, this text confirms the evaluation criteria.At last, this text selects coal mining and washing industry above scale in our country from 2008 to 2013 as for the empirical research, as well as evaluates the development situation of the economic, social, resource, environmental and comprehensive benefits and sums the reason. The empirical results show that: The economic benefit of coal resource development in 2008 is the best and it in 2012 is the worst, as well as the overall trend is difficult to judge. The social benefit in 2008 is the worst and it in 2013 is the best, as well as the overall trend is in good. The resource benefit in 2013 is the worst and it in 2009 is the best, as well as the overall trend is becoming worse. The environmental benefit in 2008 is the worst and it in 2012 is the best, as well as the overall trend is in good. The comprehensive benefit in 2008 is the worst and it in 2011 is the best, the trend from 2008 to 2011 is in good and it from 2012 to 2013 is becoming worse. According to the empirical results, this paper puts forward policy recommendations from four aspects, which includes the control of production capacity, improvement of the coal mine workers’ death compensatory system, construction of the ecological compensatory incentive mechanism and promotion of the coal green mining industry chain extension.
