As a country’s basic energy resource, oil is the foundation of industrial development, an unexpected oil disruption will do huge damage to the economic. The outbreak of the 1970 s oil crisis, let the western major oil consuming countries focus on the establishment of national strategic oil reserves, China has set the construction plan of the strategic petroleum reserve after 2000, respectively in Zhoushan, Huangdao and other coastal areas of China. However, as China’s economic vitality, but also the highest amount of oil consumption in the Yangtze River Delta region, there is no oil emergency response system, However, the oil resource distribution will do great damage to the economic life of the Yangtze River Delta region. For this reason, on the base of these theories including emergency management, energy security, welfare economics and emergency location theory, the key problems of oil product emergency reserve which consist of the coverage area, the optimal reserve scale, the location of reserve bases and the emergency layout.Firstly, this paper analyzes the current situation of oil reserve, then, for the purpose of maximizing the social welfare, the paper builds a static partial equilibrium model and numerically simulates the parameters of the model in combination with the actual data of oil product reserve in Yangtze River Delta. The result shows that Yangtze River Delta area, respond to the 10 years of oil supply interruption of crisis, the optimal emergency oil product reserve scale is 59 days of import.In comprehensive consideration of the various areas of population, oil product consumption and transportation conditions, etc. We select national strategic oil reserve bases and large oil refinery in the Yangtze River Delta region as emergency oil reserve base. Then we divide Yangtze River Delta into Yong-hu-ning pipeline area, coastal area, area of the Yangtze River waterway, Sinopec pipeline in southern Jiangsu, the northern of Zhejiang and the northern of Jiangsu. We construct optimization model of Yangtze River Delta oil emergency supply chain resources for optimal objects of minimum time and cost, and solve it by Matlab7.0.
