With the acceleration of urbanization process in China, a large number of domestic wastewater discharge lead to water pollution is becoming increasingly serious, and the monitoring efforts of the environmental protection departments on sewage treatment are also increasing. Since the sewage treatment sites in villages and small towns are widely distributed and built in a remote location, the remote monitoring plays an important role. It should be pointed out that the implementation and maintenance costs of traditional remote monitoring system in which the data transmission through data cable are high. Thus, employing wireless communication technology to achieve remote monitoring is significant and necessary.This subject is of major scientific and technological project in Anhui Province, which cooperated with a well-known environmental technology company on the background of village sewage treatment projects. We developed a multi-level village remote monitoring system about the sewage treatment. It can monitor and control the operation of sewage treatment stations at all levels in villages and towns in real time. For the relative concentration of the population, wastewater emissions from large towns, a power consumption integrated sewage treatment and reuse system is established. And for sparsely populated, small amounts of sewage in rural areas, building the construction of sewage treatment micro power station is considered.In this paper, we select GPRS and 3G network as the data transmission channel based on the sufficient research and analysis of data transmission mode in the first place. Then through the analysis of the needs of the project, design of multi-level rural sewage treatment system remote monitoring of the whole scheme. According to the overall program, the remote station and the monitoring center of the sewage treatment monitoring system are designed. The design of the remote station mainly includes hardware selection and software design, data transmission of the remote station, includes the online running state of various equipment, water quality parameters and image information. In order to realize the communication between the remote terminal and the monitoring center, the GPRS module is initialized by ladder diagram programming. The monitoring center is designed to configure the OPC server and the network camera firstly, then the FTP server is created to store transmitted pictures. And we design a set of control system based on C/S mode monitor inquiry system, realizing the online checking remote equipment operation and the real-time monitoring of water quality parameters, history data graph drawing and related functions. Because there are a mass of data in sewage treatment system and some of them may be redundant, this paper on the historical data compression algorithm research, through the analysis and comparison of the obtained swinging door algorithm is most suitable for floating-point data, and improve the simulation test of the proposed algorithm. The results show that with higher compression performance.this paper also proposes the algorithm to reduce data redundancy and save the storage space, which can be applied to the monitoring system through VBS programming.The main contribution of this paper is to provide an effective solution for the BOT operation of the sewage treatment project in the urbanization construction and the new rural construction. The monitoring system can effectively solve the problem about unattended operation of the integrated sewage treatment equipment in remote areas. The system has been running for nearly half a year in sewage treatment plants in Dangtu,Hexian,Wuhe,Yixing and other places, and all the functions have met the requirements.
