In recent years, with the rapid development of economy and the continuous improvement of people's living standards, the number of cars in China is increasing year by year. It brings us convenience, however, kinds of traffic management issues become prominent at the same time, including traffic congestion, road accidents and vehicle theft, etc. In this situation, chaotic management of vehicle and the poor transport efficiency become urgent problems. To solve these problems, the intelligent transportation systems (ITS) emerged. As a core part of the ITS, vehicle remote monitoring system is important for our transportation management, which will make great economic efficiency.In this paper, we design and develop a system of remote monitoring management for vehicles based on.NET. This system consists of several parts, including vehicle terminal, GPRS communications networks, the monitoring center server and client server. The vehicle terminal equipment is used to collect and package GPS positioning information. Additionally, it can also be used for receiving and executing the instruction of monitoring center. For GPRS network, it is a part for communicating with the monitoring center server. The main achievement of the monitoring center server is to receive and store the data uploaded by the vehicle terminal, at the same time, it can responds to the clients'requests. At last, the monitoring client can visually display the monitoring information of vehicle by a visual interface such as electronic maps and list dialog box, etc.This paper firstly analyzed the background, significance and its current situation of domestic and foreign. What's more, we elaborated the key technology such as the.NET platform, GPRS communication technology and BMap API, etc. Secondly, we studied the system requirements and principles of the overall design, including the structure and the function of each module in our system. Then, SQL Server was chosen as the System database according to our needs, which would then be used for completing the overall structure design for the system database. In addition, we also discussed the security of the system database. After all of this, we introduced the concept of DBSCAN algorithm based on density by using clustering analysis in data mining, and then research on the way to find the rules of speeding by using DBSCAN data mining algorithm. Through this algorithm, we can get the multiple sections of speeding in transportation routes, which could provide an effective technical means for the enterprise vehicle of safety control. Finally, we use Visual Studio as the software development platform and C# as the programming language to complete client and server monitoring center at the end of each function module development in the.NET environment. In this way, we achieved the data transmission based on GPRS and the data analysis which has been completed in the system. In the web client, real-time monitoring and historical track playback of vehicle on Bmap by combining with the JavaScript language and AJAX technology can also be achieved at the same time. This technology also provided emergency alarm, intelligent terminal control and various types of information management, etc.
