The rapid improvement of science and technology during the recent decades in China have enabled a fast and continuous growth in Chinese economy & society.Hence the Chinese government is expending their investment on large public building projects to meet with the increasing requirement of the society. However these kinds of government owned construction projects, with their various yet professional branches, intricate organizations and social influence, long construction cycle time, had created a lot of problems like huge budget overrun, frequent security incidents and serious delay in construction cycle time, thus bring more uncertainty & risks to these projects. In recent China,Most of our contracted construction company are lack of ability to perceive and evaluate the potential risks during the construction period, thus make it the most urgent and essential to establish an overall and thorough risk evaluation and management system.Otherwise they'll always be in a passive position, driving by all kinds of unexpected incidents. This article have studied the current risk management situation in the domestic public construction projects, combined with the difficulties such as massive engineering quantities, various sub-items and complex construction technologies that we're encountering with. We'll focus on causes that affect theirrisks recognition and management in the construction stage from the general contractor's point of view, adopt bibliographic statistics together with expert investigation means to identify eight potential risks in large scale public construction. We'll also simulate an optimized risk evaluation scenario for ongoing large public building projects using analytic hierarchy process and fuzzy comprehensive evaluation method qualitatively and quantitatively to establish a full theory for risk evaluation of large public construction to lead their practice. An actual case study of a hospital construction here will help understand how analytic hierarchy process and fuzzy comprehensive evaluation model work on the risk evaluation and management process.According to the characteristics and main risks of large-scale public buildings at the construction stage, targeted countermeasures are also put forward to provide theoretical and technical support for the construction risk management of large public building projects in the future, which is conducive to the construction general contractor to improve the construction risk management level of large public building projects.
