At present, A port of refined oil port shipment amount is quite large. The oil and gas evaporation will cause the loss of resources and bring the environmental problem during the uploading and shipping. The government focuses on the work of energy conservation and emissions reduction. As an important pilot project of energy conservation and emissions reduction, it had great meaning for studying. In addition, the project's economic necessity and technical feasibility analysis was the key issues of the project implement. Based on this, the paper focused on the project for economic and technological assessment, and aimed to guarantee the successful implement of oil and gas recovery project.Take the refined oil and gas recovery project in the loading dock of A port as an example, the paper tried to explore the feasibility of the project in technical and economic terms. Firstly, in the case of the existing references collected at home and abroad, via the references of home and abroad, it found that the developed countries has established a mature system in terms of oil and gas recovery. In contrast, oil and gas recovery in our country was still in the stage of exploration. Secondly, it studied the oil and gas recovery projects of A port for corporate overview and proposed projects. It included the principles, system components, construction scale and construction site for the whole program content by the theory analysis. Then by the contrast method, the research of oil and gas recovery technology focused on the oil and gas recovery, it studied the technology feasibility analysis. At present, it had four methods to recover the oil and gas. It covered the activated carbon adsorption+absorption technology, carbon+condensing technology, improved adsorption+ absorption, membrane separation technology four recycling programs in comprehensive comparison program. Compared with the above four methods, the first method has been choose at last. It was chosen because the program on the device technology performance and system technical performance requirements to achieve the recycling technology to ensure the technical feasibility of the project. Again, by the related data, economic evaluation was made to the financial situation and it was concluded that the finances were greatly influenced by the interest rate. On the basis of qualitative analysis to quantitative analysis, the break-even analysis concluded that reducing project cost or increasing the amount of shipment and the sales can increase the profit of the project. By the sensitivity analysis, it studied that income had great influence on the enterprise internal rate of return in the first place. The second was investment and cost. The coefficient of positive and negative reflected the income and the internal rate of return. The cost and investment was inversely proportional with the enterprise internal rate of return. Finally, the above conclusions were summarized and prospected.The thesis focused on A product oil shipping dock of oil and gas recovery project for the analysis of economic and technical aspects. In terms of technical analysis, it used the comprehensive evaluation method and finally determined the active carbon adsorption+ absorption technology as recycling the project plan. The recovery technology application in A port of the recycling project can provide reference for other similar recycling project implementation, make our country more mature in recycling technology, and greatly improve its applicability. In terms of economic analysis, the financial indicators analysis put forward the interest rate on financial effects; the project cost, shipment quantity and sales are related to the economic benefit; income, investment and cost level influence on the enterprise internal rate of return. It provided the important aspect of analysis and economic evaluation methods based on the above economic evaluation conclusion. In the project implementation, the interest rate, cost analysis and control, investment and other economic indicators can effectively improve the economic benefits of the project, and balance the environmental benefits of projects in order to better achieve the aim of national energy conservation and emissions reduction.
