Research On Government's Behavior Of Developing The Sustainable Management Of Water Resources

With the ecnomy and social development, and the increasing of the population, many problems, such as water shortage, water waste, water pollution, water ecology and the water-using conflict ,expose gradually. The appearance of water cisis has restricted the economic society sustainable healthy development.But the important thing is how to carry on water resources management under the goal of sustainable development and how the government should play the role.This paper first analyses the water resources attribute characteristic and briefly states the concept of water resources sustainable management, outlined the role of government plays in the water resources sustainable development, then further analyses the problems of the government behavior in water resource management in our country, including no powerful unified management system, the extensive government management, the unreasonable water price forming mechanism, the government violates the market rule and the natural law, low technique content and low quality managers.The water resources sustainable use is the inevitably choice for human society development, in order to achieve the grand goal of comprehensive construction well-off society in our country, construct the socialism harmonious society, carries out the implementation science development view practically, we must solve properly the water resources problems, must strengthen and consummate our country sustainable water resources management government behavior, so that to promote the water resources reasonable development, the use, saves, the protection and the management.This paper provides many countermeasures for improving the goverment's behavior in four parts , and these countermeasures are applicability and have value for government to consult.The first part introduces the main content of the paper, including present national and international research situation about the topic, the research methods, the chapters' structure and the style of writing of this paper.The second part gives some details on the basic conception about the sustanable water resource management.Among them, it pays more attention to the water resource's characteristics, the basic theory of the water resource's sustainable development, and the government' role in water resource sustainable management.The third part analyses the main problems about the goverment behavior in the filed of sustanable water resource management in five aspects.The first is the manegement mechanism; the second is the low quality of the management way; the third is the untimely water price forming mechanism; the forth is the government violates the market rule and the natural law; and the fifth is low technique content and low quality managers.The last part gives the resolutions one by one according to the above problems to improve the goverment's management about the water resources,including improving the unilized management about the water resource positively, enhace the leaders' qualities and the techology part in water resourec management eqipuments, perfect the management-in-law mechanism,etc.This paper is very new and valuable .The first point, it is valuable as a cross-subject relevant to the public management and the bussiness management. Second, the traditional water resource management thoughts ignore the people-oriented and harmonious development , but this paper provides a plenty of efficient measures to serve for people by using water resources through combining science management with management in law. Third, it interpretates the causes about the lack of goverment behavior on the water resources and provides applicable solutions for the goverment.
