The Construction Of The OBE-based Quality Standard System Of Engineering Education

The quality of higher education has always been emphasized and concerned by our nation. In the process of the continuous development of colleges and universities as well as the expandation of student enrollment scale, improving the quality of higher education has become the focus of higher education reform and development. To build a powerful country in higher education, it is very urgent to improve the quality of higher education. Higher engineering education is a branch of higher education, so improving the quality of higher engineering education is equally important. OBE is considered to be a kind of innovation of the education paradigm. Based on OBE, the United States has set up a quality standard system of engineering education which conforms to its educational development level and this has exerted a profound impact on our country. To improve the quality of higher engineering education in China, it is necessary to establish a quality standard system of engineering education which conforms to our educational level.In this paper, the related concepts of higher engineering education and OBE are defined by the methods of concept analysis and documentary study. And then the quality standard systems of engineering education of China and the United States are compared by the method of difference analysis. And it is pointed out that they are different in three aspects:the body of standard-setting, the content of the standard and the running environment of the standard. Then the author carefully analyzes the influence factor of the quality of higher engineering education in our country and the fundamental basis, principle and path in building the quality standard systems of engineering education. The author also puts forward the quality standard system structure of higher engineering education from three aspects of academic quality standards, quality assurance standards and quality information standards.Higher engineering education in China is still in the early stage of development, comparing with the United States, it needs improvement. After detailed analysis, the OBE-based quality standard system of higher engineering education which is suitable for our educational level is established. This can not only promote the development of higher engineering education in China but also exert an active impact on the improvement of the quality of higher engineering education, which can finally produce more and more excellent engineering and technical personnel.
