In recent years, global warming caused by carbon emissions has sparked from all over the world. As the biggest emitter of greenhouse gas emissions, China faces tremendous pressure to energy-saving emission reduction. The Chinese government issued a series of planning documents to deal with climate change. Our country makes great effort to ensure the realization of the target to cut carbon emission intensity, falling forty to forty five percent compared with the year 2005. What's more, China took a step forward in reaching the peak of the carbon emissions around the year of 2030. The realization of the target needs the joint efforts of all works of life. Carbon emissions from construction industry rank only second to industry. Therefore, construction industry takes incumbent responsibility to cut carbon emissions. Separate data indicated that carbon emissions caused by energy consumption in the stage of building operation account for 75 percent of the whole life cycle. Operational stage is the key link of energy conservation and carbon emissions reduction in the field of building. The goal eventually needs to be assigned to provinces. We need to focus on the total carbon emissions, but the difference of among different provinces should also be concerned about carbon emissions. Thus, the carbon emissions caused by energy consumption in the stage of building operation deserves more attention and the difference risk study on it presents high necessity.Based on the above research background, this study collects and processes all the energy consumption information in the stage of building operation about 28 provinces from 2000 to 2014. This study calculates the number of energy consumption and carbon emissions about 28 provinces in the past 15 years on the base of the internationally well-accepted methods. This study chooses the quantum, the quantity per capita, the quantity per GDP, the quantity per unit area as comparable indicators to describe the differences on building carbon emissions among the 28 provinces on qualitatively. This paper selects variation coefficient, Gini coefficient, Theil coefficient as comparable indicators to describe the differences on building carbon emissions among the 28 provinces quantitatively. On the basis of a deeper understanding of current difference situation, this paper attempts to forecast the future trend of building carbon emissions among the 28 provinces. Using the software SPSS and Logistic modeling to fit regression data, some results are gained. Based on the research analysis, the paper put forward some views on the direction of changes of difference in the future through the results.The results shows that the top five provinces of emitting carbon dioxide are Shandong, Inner Mongolia, Beijing, Guangdong, Liaoning over the years. The building carbon emissions in those provinces are bigger. The growth rates of building carbon emissions in those provinces are faster. Qinghai, Ningxia emit fewer carbon emissions. On the basis of quantity per GDP perspective, Jiangsu, Zhejiang, Fujian, Guangdong that located in the southeastern coast emit more carbon dioxide, Liaoning, Hebei, Shanxi that located in the northern region emit fewer carbon dioxide. On the basis of the quantity per capita perspective, Beijing, Tianjin, Inner Mongolia, Xinjiang emit more carbon dioxide. On the basis of the quantity per unit area perspective, Sichuan, Chongqing, Yunnan emits less carbon dioxide. By comparing the results of the three different kinds of ways, it indicates the difference among 28 provinces on the quantum, the quantity per capita, the quantity per GDP, the quantity per unit area are getting smaller. The building carbon emissions exist convergence among 28 provinces. It could be provide some reference to some other relative researches.
