Impact Mode Of Safety Operation Assurance Capability Of Airport

Support capability of our transport airports is insufficient at present, and the existing safety guarantee level is not match with the rapid development of civil aviation. How to allocate resources and improve the safety guarantee capability of these airports is the key to solve the above problems. Analysis of the factors that affect or hinder the safety operation of the airport and their degree, as well as the interaction relationship between the factors are all useful for airport managers to make the allocation of resources effectively and efficiently, and to provide the reference opinion for safety management, at the same time to provide decision support for improve the safe operation of the airports.From the perspective of enterprise capability, the concept of safety operation assurance capability of airports was defined through integrating the concept of safety system engineering. Then the measurement model of influence factors and the structural model of the interaction relationship between factors which were divided into practical capability and potential capability factors were established, the corresponding assumptions were put forward. On the basis of the reliability and validity analysis to the questionnaire, confirmatory factor analysis(CFA) method of structural equation model(SEM) is adopted to verify these hypothesis, the results show that:(a) in practical capability factors, safety management, personnel,environment and facilities factors affect safety operation assurance capability of airports directly and significantly, and the influence degree reduced in turn.(b) in potential capability factors, organizational learning capacity, sustainable safety development ability and response capacity factors affect safety operation assurance capability of airports significantly, and the influence degree reduced in turn; The effect of innovative ability factor is not significant.(c) organizational learning and innovation ability have indirect influence on the safety operation assurance capability of airports through mediating effect of practical capability factors.(d) innovative ability and sustainable safety development ability have significant effect on safetymanagement factors of all the practical capability factors, the effect to the other factors are not significant.
