Engineering quality management process is complex and changeable. In practice, there may be some difficult to control the complex behavior, which makes its efficiency is low, which requires managers to change the traditional ideas, change work ideas. Incentive method has an important influence on the realization of the project quality optimization objectives, and the effective way to improve the quality of the project can improve the benefits of the stakeholders. However, most of the researchers and managers in a one-way incentive mode, which make it easy to cause the multiple subjects of unilateral adverse selection or moral hazard, which leads to the project quality optimization objectives coordination inconsistent problem, very few people try to use two-way incentive approach to optimize the quality of the project. Therefore, this paper, from the perspective of stakeholders, to X company engineering quality as the research object, use computational experiments to study the two-way incentive X company project quality, achieve the optimization of the project quality, and thus improve the quality management level of X company project.First, this study through the X project quality of the status of the detailed analysis, found that the X company project quality is difficult to optimize the problem, further analysis found that the main reason for this problem is due to unilateral incentives to consider factors is not comprehensive, quality excitation standard is not specific and project quality optimization ideas are not clear these three aspects lead to X company and the contractor is difficult to coordinate. Company, the model of bi directional excitation calculation is established by using the method of system simulation. Using this model, the X company and the Contractor's engineering quality decision-making process, the main attributes and the behavior of the main strategy of the system analysis, through the analysis of the factors that affect the project quality optimization system operation for the X company's incentive, the Contractor's efforts level, project quality grade and X company and the Contractor's cost sharing ratio.Again, this study through the design of X company different excitation intensity, the contractor effort level and their cost sharing proportion of various experimental scenarios, using netlogo simulation scenario the incentive intensity, engineering quality, effort behavior evolution results. Finally, through the analysis of the experimental results, it is found that the use of two-way incentive, in the cost sharing ratio, incentive efforts, efforts to meet certain conditions, can mobilize the enthusiasm of the owners to increase incentives, the contractor to improve the level of efforts to achieve win-win cooperation between owners and contractors, and further demonstrate the effect of two-way incentive.
