The purpose of this article is to establish dispatchers workload evaluation model and method, establish dispatch method of dispatchers human resource based on workload, evaluate dispatchers workload accurately, calculate the basic data of dispatchers human resource scientifically, provide an effective way to alleviate the dispatchers workload, at the same time, provide basis for relevant decisions powerfully.This article mainly includes three parts. The first part analyzes the dispatchers work content and process, and introduces dispatchers work involved departments, summarizes the characteristics of dispatcher workload. The second part analyzes the subjective factors and objective factors which influences dispatchers workload, and according to the basic theory of evaluation index system established, use SPSS analyzes the subjective evaluation index through Distance, analyzes the similar degree between index, reaches dimension reduction for variables, establish a subjective workload evaluation index system. According to the basic theory of evaluation index system established, to establish an objective workload evaluation index system, and uses the integrated DEMATEL/ISM method analyzes the important degree for the first grade indicators, filters the indicators which play a leading role. Based the evaluation index system, referring to the NASA-TLX method and DORATASK method, establishes subjective workload evaluation model and objective workload evaluation respectively, and put forward the dispatch method of dispatcher human resource based on workload. The third part taking Tianjin Airlines for example, through field research, has assessed the value of dispatchers subjective workload objective workload, has calculated the required number of dispatchers and the required number of seats for release dispatchers, and the required number of seats for dynamic control dispatchers. The evaluation results close to the actual situation of Tianjin Airlines operations, the results has verify the effectiveness of this research, this research can be as a reference for other airlines.
