In order to make a more comprehensive understanding of the level about civil aviation safety management in every region of China and the regional development trend of China's civil aviation,in order to adjust policies, a reasonable allocation of use of resources. The study of Aviation safety management capacity evolution can facilitate CAAC's adjustment of policies and reasonable allocation of resources. At the same time, CAAC be able to take the evaluating results as a strong basis for motivating benign competitions among every Regional administration. According to the analysis of relationships between the capacity and the resources of the government, the capacity and the functions of the government, the capacity and the performance of the government, the author concluded three main factors affecting the capacity of the government were resources, functions and performance, and gave the connotation of the Regional Administration of Civil Aviation Safety Management capacity, combined Analysis of of various safety-related functional departments of Regional Administration and divided it into administrative license management, supervision and inspection management, safety information management.The author accordingly established Civil Aviation Safety management capacity of the Regional Administration evaluation index system including 3 first class index, 10 second class index, 23 third class index and 55 fourth class index. The author also constitutes the Civil Aviation Safety management capacity evaluation model of the Regional Administration by combining entropy TOPSIS method, which is able to give the strength of safety management capacity rankings. The author demonstrated the feasibility and practicability of the model by combining with the case study.
