The Study Of The Use Efficiency Of New Rural Settlements Based On DEA Mode

The "National new urbanization plan(2014-2020)" is issued and implemented in 2014, the new rural construction gradually put on the agenda of China's modernization, but also to the construction of new countryside brings great opportunity. Under the new urbanization development background, agriculture, rural areas and farmers has received increasing national attention. With the emphasis on rural construction work, a lot of places carry out old village transformation and the pilot village construction work, compared with the original countryside, new living conditions in rural areas has been greatly improved, the gradual complete infrastructure, living environment greatly improved, and largely save the land. But the new rural housing construction are still some problems:(1) does not comply with local farmers produce good habits, ignoring the impact of rural industrial production model for rural housing planning and design, which reduces the efficiency of the new rural residential use.(2) new rural housing units relatively simple model, ignoring the different regions and different industrial structures, different family structures and lifestyles affect the diversification of modern rural state. Surface improve rural living conditions, in fact, difficult to meet the needs of rural production and living patterns. Therefore, proposed strategies and rural industrial pattern that matches the new rural housing design, thereby improving efficiency in the use of new rural housing is the focus of this article discussed the issue.Taking Sichuan Linshui area 10 demonstration village as an example, the use of multi input- multi output Evaluation: Data envelopment analysis(DEA model) for specific values of input indicators and output indicators through field research, with the evaluation system and efficiency of the new model for rural residential use areas in Sichuan Linshui empirical research to be realistic and objective quantitative evaluation data. In addition, this paper rural industrial structure Linshui area as a starting point, with semi-structured interviews analysis, field research and statistics on the basis of a questionnaire, designed to give local villagers demand for new rural housing under different patterns of rural industrial structure, summary contradictions between in the area of rural industrial structure changes and the elements of new rural housing, analysis the reasons for DEA effective and DEA ineffective decision-making unit, which summarized the new rural residential areas in Sichuan Linshui design strategies and construction mode, the region planning and construction of new countryside to provide theoretical support and practical guidance.Through the research process and research results, this paper reached the following conclusions:First, DEA model is applicable to multiple output- the effectiveness of comprehensive evaluation of multi-input, itself an objective quantifiable characteristics, is an effective way to evaluate the efficiency in the use of new rural housing analysis.Second, the paper uses DEA model for residential use efficiency 10 Model Village Linshui region a comprehensive evaluation analysis, three DEA effective Village and seven DEA ineffective Village. Finally, the results of the evaluation conducted in-depth analysis shows that the main 7 Village DEA invalid because of its residential planning and design does not match with the local rural industry model.Third, based on DEA invalid reasons, this paper presents strategies and recommendations for different modes of rural industries in Sichuan Linshui new rural residential area planning design, planning and design to match the new rural housing, but also to improve the region factors new rural housing need to focus on efficiency considerations.This innovation to put forward a new model based on DEA efficiency of rural housing, is a new field of research evaluation methods complement and expand rural housing.
