With fast the development of economy and society,increasing electricity demand is conceived to be a great demand for the society,with this increasing trend of electric power,electric power project is experiencing an increasing trend as the time passing by.Under the background of new trend,people seem to seek for the increasing requirement of power quality,the requirements for safety and reliability of electric power is increasing in this circumstance.In recent years,research and construction of the smart grid is becoming a hotspot worldwide.Compared with traditional power grid,smart grid is generally accepted as a much more safe and reliable grid with high electric quality and high efficiency.Smart grid is able to support new features that the traditional power grid could not provide,such as the support for the access of large –scaled distributed power,the interactive services with the distribution network for timing electricity users and so on.In power system,power distribution network plays the role of distributing power to the consumers,meeting the requirements of social and economic development and fulfilling the daily life of everyone.Distribution network,being an important facility for power grid enterprises,is directly facing the users.It contributes to the power grid in bearing the social responsibility and setting up public reputation of the company.The construction and development of power distribution system is conceived to implement its development with the high requirement for service and the characteristics of specialization.The construction of distribution system is vulnerable when facing complicated local circumstance and easily affected by the natural environmental.In the new background of construction,investigation and application of smart grid,the power distribution projects are facing unprecedented challenges.In the intelligent power distribution engineering network project,the structure,installation and construction of power distribution equipment has had a huge difference compared with the traditional power distribution equipment.The traditional management scheme,as well as the traditional experience and the control method,must be changed accordingly to adapt to the new requirements in the new situation which the construction power distribution project is facing.Facing the new challenges,the power distribution project quality management under the background of the smart grid research is an important topic of thetheoretical and practical research.In this paper,we selected the perspective of the target,method and measures etc.to conduct the analysis and exposition in quality management,project management,smart grid theories and the project quality management theories.In this paper,fuzzy number similarity model is adopted,model introducing,index extracting are conducted and the model is established on the basis of former consequences.Take Shenyang DF 10 k V power distribution substation project as an example,conduct analysis of the project quality management functions and work in different stages of the power distribution project from the planning and design period to the completion and operation period.After that,establish quality management system,and utilize the mathematic model to achieve an objective and systematic evaluation of the project quality management system.Finally,put forward the project of quality management system in Shenyang DF 10 k V power distribution substation project.Based on the former achievements of the establishment of the quality management system,the evaluation conclusion and the corresponding management advice is presented.The purpose of this paper is to conduct the analysis and research,based on the result,provide reference and lie the foundation of project quality management and quality evaluation for the similar projects of intelligent power distribution project in Shenyang city,Liaoning province and even the whole country,enrich and perfect the project quality management system theory and practice.
