| Being safe,efficient,and saving energy has always been the direction of development of transportation,a pillar industry of national economy.However,it is regrettable that the incidence of maritime traffic accidents has always been high.According to IMO statistics in recent years,more than 80% of the marine perils are caused by human errors,and human factors have been recognized by the shipping industry as the dominant reason which affects water transport safety.In this paper,the status quo of seafarers’ quality in China is analyzed in form of graphs through the creative summary of the crew quality evaluation system and the use of statistical research methods,the quality of navigation personnel is assessed from the perspective of navigation safety,a scientific and comprehensive quality evaluation system of seafarers is established,the connotation of evaluation indicators is analyzed,and an innovative training approach of sailing personnel’s quality is proposed combined with the advanced experience at home and abroad.The results of the paper provide the navigation universities and the crew training institutions with a reference for theory and practice teaching and hence fundamentally reduce the shipwreck accidents caused by the human factors.According to STCW Convention,STCW2010 Manila amendment,11 rules and other international and domestic rules,the detailed data of seventeen major maritime traffic accidents are collected,qualities which the seafarers lack are summarized and explained,and the relationship between the quality of seafarers and water transport safety is clearly showed in form of charts.In this paper,the status quo of the quality of domestic navigation personnel is researched and the preliminary comprehensive quality evaluation system of seafarers is built,and the value and significance of each evaluation index are analyzed.The psychological quality,physiological quality,moral quality and professional skills of domestic seafarers are studied respectively by analysis of data,and then the shortcomings of the status quo of seafarers in our country are pointed out.Finally,for these shortcomings,measures about how to improve the quality of navigation personnel are suggested in lightof the actual situation.The results show that improving the quality of the crew should start from the basis,i.e.From the reform of education system of maritime institutions.The education of seafarers should regard the professional quality,psychological quality,moral quality,physical quality as the core,fundamentally reducing the errors in maritime accidents caused by artificial factors. |
