| Air Traffic Control Center(ATCC)is the central hub of flight control and provides uninterrupted control services to ensure aviation safety within its jurisdiction.In recent years,how to ensure the continuity and stability of ATCC operation is a research priority.Therefore,effectiveness evaluation of ATCC center can be used to diagnose the existing problems in the control center,which has fatal research significance to ensure the operation capability.By analyzing the operation mechanism of ATCC,this paper studies the effectiveness evaluation of ATCC from two aspects which include ATC automation equipment and human factors within ATCC.Firstly,by using the fault tree analysis(FTA),the paper analyzes ATC automation equipment malfunctions.By referencing the ADC model and according the operating characteristics of ATC automation equipment,the paper establishes the ATC automation effectiveness evaluation method based on FTA and ADC.Secondly,the current effectiveness evaluation research seldom involves to the influence of human factors.Because the workload and ability of air traffic controllers have great effect on the flight performance,airspace safety and delay performance,the article should take this factor into consideration under the actual working condition of the air traffic controller.Combined with controllers’ workload and the operating environment,effectiveness contribution model and staff effectiveness evaluation index system has been established.Finally,taking a domestic approach control center as an example and according to the questionnaire survey results,this paper uses the model constructed in this paper to evaluate the effectiveness of ATCC which is closer to reality.Therefore,effectiveness evaluation can be improved from the qualitative level to the quantitative level,which can accurately reflect the operation status of ATCC. |
