At present,the secondary devices like relay protection devices are mainly concentrated in the protection room.With the development of smart substation and the application of the intelligent terminals and merging units,some new problems have been brought to the electrical second system.Owing to the too much transfer and conversion,the speed and reliability of relay protection are reduced.The local installation of the secondary devices can greatly reduce the connecting cable with the merging units and the intelligent terminals,it has obvious benefit.It will be of great significance for the development of the smart substation to promote the localization of the secondary devices progressively and study the relevant technology.This paper firstly introduces the significance and status of the local secondary devices,then specificly introduces detailed situation of the 220 kV substation in this paper.It gives a brief introduction of the two schemes of the localization,the no protection scheme and protection scheme.This paper analyzes the local design,including wide temperature display and prefabricated optical cable technology,and makes an in-depth study on improving the protection ability of intelligent control cabinet.For the smart substation,the localization of the secondary design is an innovative and comprehensive change.It is not only to promote the integration of the primary and the secondary devices but also the future development of the secondary design trend for the smart substation.Finally,taking the 220 kV substation in East Inner Mongolia area as an example,this paper puts forward the concrete implementation plan of the local design in combination with the relevant technical specification,and analyzes the design,installation,commissioning and operation of the scheme.This article aims to explore a completely,optimized,practical and applicable configuration of local secondary devices scheme,in order to provide valuable experience for Local design and the integration of primary and secondary devices for 220 kV smart station.
