The Research On Construction Quota’s Compilation Method Of Expressway Expansion Project

With the rapid development of social economy and the people’s demand for traffic travel increasing,the original freeway capacity far unable to meet the growth in demand for a huge amount of traffic,expansion project is gradually becoming an inexorable trend of highway development in the future.At present special quota for road expansion project has not been published,so expressway extension project’s cost management is in accordance with the Department awarded quota which was compiled on the basis of the new construction.However,there is a big difference between the expansion project and the new’s,about Construction environment,organization,and traffic organization,which leads to it’s cost difficult to achieve reasonable determination and effective control.As the basis of quota system,construction quota is the preparation of other reference quota.Therefore it has a certain practical significance to study the construction quota’s compilation method of expressway expansion project.On the background of reconstruction and expansion project,the paper discusses some construction characteristics,as well as the quota compilation’s characteristics,principle,basis,and methods.Based on the summaries of common quota influence factors,the factors affecting construction quota of expansion project are depth researched.Thus AHP and entropy weight method is put forward to estimate construction quota.According to the small sample of the expansion project’s measured data,the data modification method is established and GM(1,1)Grey forecasting model is raised to forecast data based on the data observation.The method are used to Guang-Qing Expressway expansion project quota compilation process and its’ feasibility and rationality are proved.Through using the related theory to study on construction quota of expressway extension project,two models of quota compilation are put forward,which can make up the blank of research on the special quota of expansion project.It is helpful for the construction unit to analyze its own construction efficiency,consumption level and management level,and provide reference for determining the project cost and tender offer.At the same time,it contributes to lay the theoretical foundation for budget quota’s compilation of expansion project in future.
