With the implementation of new formulation methods and related quotas by the Ministry of Transport in 2019,The original quota of Xinjiang desert highway project does not match the current cost system,Coupled with the continuous improvement of the level of social productivity and the continuous development of the four new technologies,there is a large deviation between the original desert quota and the actual project consumption,and there are certain lags and limitations,which need to be comprehensively revised.Therefore,it is of practical significance to study the quota revision method of Xinjiang desert highway engineering with extensive application value.The article takes Xinjiang desert highway engineering as the research background,Collect relevant data through field research on the project,and on the basis of reading a lot of relevant literature,Firstly,the necessity of revising the original desert quota,the revising principle and basis,and the common compiling method of the general quota are analyzed.Based on the survey data,the original desert quota level was evaluated and the object of revision was determined,on the basis of analyzing the characteristics of desert highway construction,combined with the common factors affecting the quota,an in-depth analysis of the factors affecting the quota establishment of Xinjiang desert highway engineering was carried out,and the factor analysis method was used to determine 5 comprehensive influences from 15 influencing factors such as the technical level of personnel.Therefore,a quota comparison analogy model based on the improved AHP-entropy weight method is proposed.Based on the control condition of the fixed level,by calculating the change coefficient of the revision of the quota issued by the ministry and the change coefficient of the supplementary quota in Xinjiang,a revision model based on the compromise decision method is proposed,and the fixed level combined with the fixed consumption level evaluation and the cost level evaluation is adopted.Test method for horizontal validation.Taking the data of the S21 A Wu Expressway construction project as an example,the empirical analysis proves the feasibility and rationality of the correction method.The research in this paper breaks through the limitation that the traditional quota preparation requires a large amount of measured data,and tries to use the comparative analogy model and the consumption measurement method of cost level control to ensure that the measurement results do not produce large deviations.it has carried out fruitful research on the revision of Xinjiang desert highway engineering quota,which provides reference and reference for the revision of other similar quotas in the future.
