Water resources protection is a prerequisite for sustainable development of energy and energy base construction in China.Energy base water resources security research is to solve this prerequisite to achieve a reasonable and effective allocation of water resources,and to promote the rapid and healthy development of economy and society.Based on the status quo of water use and the development plan of energy industry in Pingliang energy base,this paper studies the water resources security of energy base through water saving potential calculation model,water demand forecasting model and water resources support ability evaluation model.The main contents and achievements are as follows:(1)The water resources of energy base were evaluated from the rainfall evaporation,water availability and river sediment.The average annual rainfall of energy base is 555.6mm,the average annual evaporation is 847.4mm,and the average annual water resources is 992 million m3(surface water resources is 953 million m3 and not to repeat the groundwater and surface water resources is 39 million m3).The whole area water availability is 528 million m3,the average annual sediment load is 17.27 million t.(2)The water-saving potential of the energy base in 2020 and 2030 is calculated from the three aspects of agricultural water-saving,industrial water-saving and life water-saving by the calculation formula of the Ministry of Water Resources and the Haihe river commission.The result is that the comprehensive water-saving potential is 27.455 million m3 in 2020 and 73.595 million m3 in 2030.(3)The model of water demand is established,and the model is solved respectively for life,general industry,energy industry,tertiary industry,construction industry,agriculture and ecological water demand.The result is that the water demand is 394.331 million m3 in 2020 and 577.157 million m3 in 2030 of the energy base.(4)Considering the open source conditions,the water supply capacity of the energy base is predicted,and the available water supply in 2020 and 2030 is 340.65 million m3 and 386.5 million m3 respectively.The supply and demand analysis model based on the triple equilibrium theory is established,draw the water shortage and rate of water shortage in first supply and demand analysis,secondary supply and demand analysis and three supply and demand analysis of energy base at different levels.(5)The evaluation model was established by using the index evaluation method,and 15 index variables were selected as the evaluation indexes,and the weight of each index was determined by analytic hierarchy process.Finally,the evaluation index of the energy base in 2020 and 2030 is 0.59 and 0.61 respectively,and the evaluation grade is medium and strong.(6)Combining with the existing research results and the actual situation of the energy base,put forward four water resources security measures.Not only from the source of the safeguards,but also in the process of redistribution of water,and then supervision,opening up the source,to protect the smooth construction of energy base and efficient use of water resources.
