Intelligent transportation management system(ITMS)is a giant system aiming to improve the traffic management and control capabilities with advanced tecohology.By ITMS construction projects,it can improve road safety?operational efficiency and save the management resource effectively.It can help to realize the integreation of resources thus can make the management become more efficient.Currently,evaluation of the ITMS to clearify the use condition and to make sure the improve measure is an important research direction of traffic management.In this paper,it brings up a post-evaluation model to evaluate the ITMS system,with the operating data getten from system and the governmental annual report,it can judge the operating situation of the system.Based on the judging result,the improve task of next construction phase can be determined.It firstly gives the definition and explaination of ITMS,explicits the range of ITMS post-evaluation;then based on the various demands of different traffic participants,21 indexes from the areas of safe goal/operating efficiency/management efficiency/energy&environment are filtered using Delphi method.AHP is used to weigh the weights of the choosen indexes,then entropy evaluation method is applied to amend the weights.The fuzzy comprehensive method is used to figure the post-evaluation result.This paper is based on the background of the construction project of Tsingdao ITMS.Through using the data extracted from the operation along with the statistical annual report,the post-evaluation method can be used to analyze the operating condition of Tsingdao ITMS system.The evaluating result shows:1)by using the post-evaluation model,the ITMS system get a score of 85.77,and the score before the system construction is 74.75.The result shows the improvement of totally operating condition,which can partly prove the scientific and reasonable of the post-evaluation system;2)the evaluation score changes while the fuzzy comprehensive evaluation score matrix changing,the index system can reflect the operating condition after the ITMS construction project;3)the comprehensive evaluation score is higher after improve the operating efficiency;4)the operating system is most sensitive to the safe indexes,thus safe should be the first target in the follow-up construction project.
