Facing the growing energy demand,dwindling fossil energy reserves and pressure of reduction,the electric vehicle has a bright future.It has energy saving and environmental protection technical characteristics.The development of electric vehicle has become the solution to deal with the pressures of energy and environment.The promotion and popularization of electric vehicles depends on the promotion and construction of charging facilities,which contains construction of charging station and charging pile.The charging station which completes the energy supply of electric vehicle quickly is particularly necessary.Firstly the paper introduces the composition of electric vehicles,parameters of power battery,travel rules of different kinds of electric vehicles,charging method of electric vehicle and Queuing Theory of electric vehicle charging in the charging station.All of this service for the later electric car charging station planning model.Secondly the Particle Swarm Optimization based on Differential Evolution Algorithm(PSODE)was proposed after introducing the idea of differential evolution into the Particle Swarm Optimization.Optimization speed,computational accuracy and robustness of the three algorithm-Particle Swarm Optimization(PSO),Differential Evolution(DE)and PSODE were compared by the standard test function.The results of the test show that the proposed PSODE has better performance in terms of optimization speed,computational accuracy and robustness,which is superior to the standard Particle Swarm Optimization Algorithm.Thirdly an optimization model of electric vehicle charging station which takes into account both the economy,the consideration of the charging convenience of the owner and the capacity of the electric power grid is proposed.The optimization model takes the fixed cost of the charging station,the loss cost of the electric vehicle to the charging station and the total charging cost of the electric vehicle at the charging station as the objective function,and takes the geographical constraints and power flow constraints as constraints.Finally the actual road and power grid of a certain city in the south was taken as an example,to test the feasibility of the proposed charging station planning model and the PSODE algorithm.The optimal plan of charging station was put forward according to the development scale of different electric vehicles.
