As the enrollment expansion of higher education, the expanding in the scale of higher vocational education is unprecedented and the number of higher vocational teachers increases sharply. And at the same time, some problems in the higher vocational teachers' team construction have arisen. Therefore, it is necessary to study higher vocational teachers. The English teacher competency is a good study topic. The research results can be used to distinguish between good teachers and ordinary teachers, make the teachers clear their own shortcomings and then improve themselves. The research results can also be used to provide scientific basis for the personnel management of higher vocational college. So this paper is to study English teachers' competency of a higher vocational college.First, conduct a questionnaire survey among117students of A vocational college. These students are from different majors and different grades. By this survey, get23competency characters of A vocational college English teachers. Second, according to literature research, divide these23characters into5dimensions:ethics, knowledge, teaching skills, management skills and personality. Third, determinate weight coefficient of the23competency characters and construct English teachers' competency model of A college by using Analytic Hierarchy Process. Fourth, the application of the model into the daily work of A college's personnel department, such as, job analysis, employment, training, performance and compensation management.Major findings include:according to the students survey, there are5ethics characters and6personality characters, which takes up almost half of all23characters. And from the teachers' view, ethics characters and personality characters both ranks second in all5dimensions. These research results mean both students and teachers from A college consider ethics and personality as very important. And the results show again that the study of teachers' competency and the underlying characters of a teacher should be valued.
