European Public Cultural Services Transformation And Using For Reference Research

Under the influence of the "welfare state" concept and Democratic idea, the development of public cultural services in European countries is earlier and more mature. They have formed a mature theoretical system and institutional framework and a set of easy-to-practice method of operation. However, with the economic and social development and people’s growing awareness of rights, public cultural services appear more and more problems. In order to better promote the development of public cultural services, European countries began to transit the public cultural services in the 1980s. After it, public cultural services achieve a perfect connection between government and market. Government administrative efficiency can be improved,at the same time, public cultural service quality has also been improved. Public cultural has commonality.So the study of European countries transition in public cultural services has an important inspiration and reference for our country,who is in the deepwater area of reform and development of public cultural services crucial period.This paper takes European public cultural services transformation and using for reference Research as thesis. In understanding the basic concepts of public cultural services and the background of European public cultural service development, this paper discusses transition process of public cultural services and major changes in the development stage from three aspects. Then based on the explanation of European cultural services, this paper attempts to provide some reference for the development of public cultural services in our country.This paper argues that, at present, China’s public cultural service also has many shortcomings. We should promote positive change in the development of public cultural services in three aspects. The first is performance optimization. Performance evaluation shall be in accordance with the new ideas, and achieve development of scale, efficiency, and equalization performance. Establish a scientific and reasonable performance evaluation system.Secondly, the development of public cultural services without the support of finance. Under the guidance of performance evaluation, fiscal policy should be adjusted to achieve the diversification of financial sources, the structure of expenditure rationalization and the efficient use of funds. To achieve these changes, change is inseparable from the government in the role of public cultural services, because as one of the main public cultural construction and services,the government plays an irreplaceable role. The government should change their functions effectively, and achieve the reasonable decentralization, self-controlled in public cultural services.
