A Research On Multi Supply Mode Of Rural Public Cultural Service In Suining

As the soul of a nation,culture is the source of national cohesion and creativity,and how to promote the overall prosperity of cultural undertakings and maintain the rapid development of cultural industry are key to the great rejuvenation of Chinese nation.At present,the current major social contradictions in our country have been transformed into a contradiction between the growing needs of people and the Imbalanced and inadequate development after the 19 th National Congress of CPC,while the spiritual food brought by the public cultural service is an important part of people's life expectancy.In recently years,public cultural construction investment in China is increasingly growing,public cultural service network covering urban and rural areas is established roundly.However,public cultural service system construction still needs to be improved and unbalanced and inadequate supply of public cultural services still exist,especially in rural areas.At present,the mode of rural public cultural service in our country has shown a trend of multi supply and there are practical problems yet,and some problems hindered the construction of modern public culture service system are listed in the following aspects: imperfect supply subject,lack of supply funds,low participation and satisfaction of farmers,unsound supply operating mechanism and mismatching between the supply content and needs of the farmers.Therefore,the purpose of this paper is to analyze and solve the deficiencies and obstacles of the multiple supply modes of rural public cultural services,and to explore how the rural public cultural services to provide diversified supplement under the government guidance,realizing the optimization and upgrading of the supply mode and opening up the "last kilometer" of the public cultural service and making the cultural construction permeate the grass-roots level practically,which is helpful to promote the construction of modern public culture service system and achieve a cultural power nation.This paper aims to research on the supply mode of rural public culture service in China,based in the following theories and methods: The theory of public products,the theory of multi center governance and the theory of new public service as well as Literature research method,questionnaire survey method,interview method and case analysis method.The full text is divided into six parts: the first part is to introduce the background of topic and clarify the significance of research by combing the related literature,summarizing the research status at home and abroad;the second part is toexpound the relevant concepts and basic theoretical thesis,providing theoretical support for paper;The third part is to introduce development and evolution of the supply mode of rural public cultural service in China,which is historical support for discussion on the supply mode of rural public cultural service in Suining and the proposal of Countermeasures;The fourth part is to analyze the results of data acquainted from field research that conducted from the survey site Suining,and also describe the present situation,finding out the problems existing in the supply of public cultural services in the city and excavating the reasons for it;The fifth part is to optimize design of the multi supply mode of rural public cultural service in Suining,and the concrete design and analysis are carried out from three aspects : the necessity of optimization,the essential elements of the supply mode and the elements of the tool;the sixth part is to describe concrete countermeasures and suggestions for the construction of the multi supply mode of rural public cultural service in Suining,mainly based on the five facts:Concept,supply subject,supply mode,operation mechanism of supply mode and construction of legal system,in a way to complete the mode;the seventh part is a summary,reviewing and summarizing the full text as a whole.
