Research Of Community Governance Of Migrant Workers For Urban Social Integration

With the acceleration of urbanization process in China,more and more migrant workers come into the cities,and seek to settle in the city.How to promote migrant workers' urban social integration has become an important issue that must be addressed in the current government.In recent years,with the support of national policy,urban society is gradually breaking the restrictions on migrant workers,so that the issue of migrant workers' urban social integration has been improved.However,the problem of migrant workers' urban social integration not only needs the support of national policy,but also needs to find effective foothold of policy,which needs to rely on social organization to break the isolation of system and provide an effective means of social support for migrant workers.Urban communities as a grassroots' community organization of migrant workers is an important place to live,is bridge and link contacting migrant workers and the urban society which can provide realistic path to migrant workers for urban social integration.Currently,the increase of migrant workers is gradually changing the structure of urban communities,but also presents a huge challenge for the community governance system and governance ability.Based on this,I think that community governance is the grassroots' unit of state governance,which is the important social support measure to migrant workers' urban social integration through including migrant workers in the scope of community governance and relying on the operating platform for community service and management.This article analyzes and discusses the issue of migrant workers' urban social integration from the micro perspective of "community governance",which selects a community of migrant workers in Huzhou City,Zhejiang Province as the research object,and enters the site to make in-depth interviews from community workers,community residents and migrant workers,and use the method of "body-practice" to carefully observe both sides' dynamic interactive process.This paper mainly discussed governance body,structure,mechanism,problems and their causes of migrant workers in urban communities,and put forward feasible recommendations.The content of this paper is divided into seven parts:The first part is introduction.The main contents of this part are to straighten out the research background,the research significance,and relevant concepts of this paper.This part aims to sum up research status of the world on migrant workers' urban social integration and community governance.In addition,the part briefly describes the study case and explains the main research methods of this paper.The second part is theoretical basis and analytical framework.This part integrates the characteristics of community governance and service management mechanism of migrant workers,and puts forward the analytical framework on the basis of analyzing and summarizing the basic meaning and the main characteristics of "governance theory".The third part is governance body and governance structure.This section mainly introduces the multi-governance bodies involved in governance issues,including local government,community residents' committees,new residents' service stations,and CPC's branch of migrant workers.These bodies form the governance structure of"government-lead,community-execute,the residents' committees-organize,and related organizations-participate",featured by regarding public service provision and community activities as the anchor,the community as an organizational platform,service stations as the carrier and CPC's branch of migrant workers as the tie.The fourth part is governance mechanism.Under the governance structure,migrant workers are gradually incorporated into the scope of community governance,through"the effective leading by elites","a wide range of community interaction" and "effective linkage" made by different governance bodies.This mechanism allows migrant workers to enjoy a part of community welfare and public resources,forms a mutually beneficial partnership with the community residents,breaking the "dual community" isolation.The fifth part is the effectiveness,problems and causes of governance.Under the effective governance,new residents gradually enjoy some community public service,and a sense of community gradually increases;however,problems including the "vacant shell" of organizations,the "inequity" of the resources allocation,the "grade structure" of citizenship,and the "superficial" of community interaction exist in the governance practice.Under the effective governance,new residents gradually enjoy some community public service,a sense of community and gradually increase;but in governance practice,community organizations and institutions remain "shell" and resource allocation"segment" of citizen's right "difference" of other issues;for these governance difficulties,the author makes in-depth analysis.The sixth part is suggestions.This part mainly puts forward reasonable proposals including strengthening the construction of organization,improving community interaction,enhancing community resources mobilization ability and improving the community public service system,so as to realize the migrant workers' system,rights,organization,political,social and cultural integration.The seventh part is conclusion.This part is intended to make an overview of contents and ideas of this paper.
