In recent years,the Party and the government attached great importance to the development of elder education,and formulated a number of policies about it.Elder education was listed as an important aspect of education reform in the early 21 st century in the national medium and long-term education plan outline in July 2010.It was proposed that we should strengthen the construction of the elder education and promote the construction of a learning society with lifelong learning.By October 2016,a special plan about elder education had been issued for the first time,which proposed to speed up the development,expand the supply,innovate the system and mechanism of elder education,and realize the development of elder education with Chinese characteristics.Population aging is a major issue of China's development.The aging phenomenon in Wuhan is more serious.As the core metropolis in central China,Wuhan`s aging time is earlier than these in not only Hubei Province but also the whole country.By the end of 2018,its aging level has reached 21.27%,and may up to 25% in 2020,facing severe aging.Elder education is an important means to solve the problem of aging.This paper takes the supply and demand of elder education as the research object in Wuhan.According to Maslow's hierarchy of needs theory,elder education meets the high-level and diversified needs,like social,respect and self-realization.From the perspective of public administration,this paper defines the quasi-public goods and introduces different supply modes of elder education by using the theory of public goods.At first,it introduces the current supply situation in Wuhan.At present,the elderly education is mainly supplied by the government and supplemented by the community.Secondly,the elder education has some characteristics of increasing demand,diversifying contents and forms based on investigation and analysis.The problem of supply and demand of elder education is serious.For example,the total supply cannot meet the demand,the quality of supply cannot meet the diversified demand,and the supply of "four-level school-running network" is unbalanced.Thirdly,the reasons for the supply and demand are analyzed from five aspects.First,the state has not promulgated a special law,and its status is not clear.Second,the management system is chaotic and there is no clear subject to plan on it.Third,the fund is insufficient.Fourth,the impartiality of education is affected for excess demand.Fifth,the supplier is simplified because of lack of cooperation.This paper also analyses the experience of some developed countries,containing America,Britain and France,and puts forward some suggestions about elder education in Wuhan from three aspects.First,strengthen the government's leadership,formulate special laws,rationalize the system,increase investment and eliminate excess demand.Second,establish cooperation,including analyzes the need and cooperation modes of market and government.Third,expand voluntary supply.For example,we may provide elder education in some communities,make use of university resources and support non-profit organizations.By these reflections,it is hope that we can further solve the supply and demand of elder education in Wuhan,and ensures the rights and benefits of education for the old.
