Research On The New Type Of Rural Community Management Innovation

Since the 21 st century,the construction of new rural communities in all parts of the country has made some progress,governments around the country to increase the construction of new rural communities,all over the country through a variety of ways to promote the work of new rural communities,fortunately,China's new rural community construction has made considerable progress,through the scientific management of new rural communities can effectively improve the stability of rural society,can provide quality management and service for community residents,but also can effectively release the development potential of new rural communities,therefore,to do a good job in the management of new rural communities is also an urgent problem.At present,Pingyin county has made some beneficial attempts in the new rural community management,to a certain extent,the establishment of community management organizations,and clear the functions,at the same time,to develop the corresponding management mechanism,for the coordinated operation of the community has made a strong guarantee.But we can see that there are still many problems in management.Mainly concentrated in four aspects: first,the relationship between the government and the community has not straightened out the current community in the management by the government agencies have a greater impact on the passive acceptance of administrative instructions,the government is still dominant in management.Second,the institutional framework of community management is obviously weak,the specific management mechanism of the new rural community has not yet been fully established,and the corresponding supervision and management mechanism is lacking.Third,the enthusiasm of community residents to participate in management is not high,community management in community affairs open democracy still has a lot of shortcomings,resulting in community residents do not know the current situation of community management,so it is difficult to participate in the specific management of community affairs.Four is the lack of overall community management,Pingyin county in the new rural community management work,did not form a good situation of co-management,mutual help and mutual assistance.The main reason is that the current rural community management resources are scarce,management is also lack of unified scientific planning,the formation of the new rural community time is relatively short,the main body of management is still not adapt to the role change,and community residents in the traditional management mode of thinking.This paper analyzes the problems and bottlenecks in the management of new rural community in Pingyin county,and analyzes the internal reasons.based on the full analysis and reference of the beneficial experience in the practice of community management at home and abroad,this paper puts forward some opinions and suggestions for the coordinated development of new rural community management mode.the main points are as follows: first,to promote the comprehensive management of the community,give full play to the role of the main body of management.Second,pay attention to the role of market mechanism,explore the government to buy services.Three is to improve the system of community autonomy,promote the transformation of community management.Four is to improve the community management environment,promote the soft power of community construction.The purpose of this paper is to further straighten out the relationship between the main body of community management,improve the efficiency and level of new rural community management,encourage community residents to participate in the management,and gradually form a new rural community management model to meet the requirements of the current new era.
