Government purchase of public services as a new way of providing public services has been widely used by many countries in various fields,has become an important way for the government to provide public services.Government purchase of public service is essentially another way of financial payment,that is,setting a target of public service,do not take direct financing ways,thus it is establishing a contractual relationship through a variety of patterns,by social organizations or enterprises of other subjects to provide services,unified by the government to pay the corresponding funds of a model.In recent years,along with people's life quality increasing year by year,people's pursuit of public service is not only reflected in the initial number,but the pursuit of diversification and individuation.As a kind of innovative public service provision,although the government purchase of public services in this way has been applied in more and more areas.But government department still need to continue to expand the purchase of public service channels,enhance the ability to purchase public services.In order to enhance our government purchase of public service's ability and level,Shanghai,Hangzhou,Guangzhou and other coastal cities in the end of the20 th century began to actively explore the purchase of public service of innovative mode of government.Although absorbed the advanced experience of western developed countries,such as: the United States,Britain,etc.However,due to the late start of our country,the lack of corresponding theory is leading to our government to purchase of public services is still in the primary stage.Therefore,enhance the continuous improvement of our government purchase of public services,explore and innovate the mode of purchase of public services and constantly meet the public demand,is the problem that our government needs to be solved urgently.This paper starts from the current situation of the government purchase of public services at home and abroad,knows the current domestic and foreign research on the government purchase of public services.Secondly,briefly analyzed the concept of government purchase of public service,including: the theoretical basis of government purchase of public services,principles and so on.Next,research and analyze on the present situation of our government purchase of public services,including: purchase subject,purchase object,purchase methods and scope of purchase,etc.And then analyzes the current existing problems and causes of the government purchase of public services in China,and then analyzes the international experience of the government purchase of public services on typical practice in the developed countries,such as Britain,America,as well as references for the government purchase of public services in China.On this basis,put forward some suggestions to improve t our government purchase of public services,such as: define the responsibilities of the central government and local government,standard the purchase process,construct relevant supporting measures,improve the professional level of public services and so on.
