A Study On The Problems Of Purchasing Public Service In Dalian Municipal Government

Since the third plenary session of the eighteenth CPC central, the CPC central committee and the state council has established a number of policies to promote the process of government purchase of public services. Local governments also follow up quickly, formulate relevant regulations, measures to promote the development of government purchase of public services. Therefore, it can be said that, the government purchase of public services is in the important opportunity of the development of its own.The research of this paper is focused on how to promote the development of government purchase of public services in Dalian. So the main body structure of this paper is putting forward the problem、analyzing the problem and solving the problem, using the combination of theory and practice and on-the-spot investigation, making system investigation of the present situation, existing problems and the cause of the system of government purchase services of Dalian and some counties, and put forward the measures and suggestions of how to promote the purchase of public services and build scientific operating system of Dalian government.According to the above research framework, this paper contains six chapters:First chapter is the introduction, introducing the background and briefly describing the significance of the research about the government purchasing of public services; The second chapter explains the core concepts and theoretical basis of the government purchase of public services; The third chapter introduces and analyzes the development status of government purchasing public service of Dalian; The fourth chapter analyzes the existing problems and the reasons of government purchase of public services in Dalian; The fifth chapter introduces the advanced experience and enlightenment of the government purchase of public services at home and abroad; The sixth chapter puts forward the measures to promote the development of government purchase of public services in Dalian, combining with the experience at home and abroad.
