Emerging in 1960 s to 1970 s,the Internet has entered into every aspect of citizens' life after years of accumulation and development,which enables them to be more involved in public affairs through network on the basis of cultivating their awareness of democracy.In the Internet era,information is disseminated in a wide range and at a fast speed.The government can promote public governance through the new features generated by the Internet and government agencies can use the Internet more.The formulation of public policy is not only a process of interest integration and distribution,but also a process of selecting the optimal plan.Making public policy more reasonably means that citizens' interests will be more considered which requires us to take a long-term perspective and give consideration to the balance of practical interests.The continuous development of society brings more complicated practical problems,so it is of great realistic significance to study citizens' participation in public policy making.Decision makers need to face increasingly complex social problems alone when formulating a public policy,which puts forward higher requirements for decision makers to distribute social benefits with excellent professional knowledge and higher ideological quality.If policies are made with more consideration of citizens' opinions and with viewing the interests of citizens as the primary goal,public policies that are more in line with the collective interests can be formulated.The development of the Internet age has set up the bridge of communication between government and citizens,and let citizens participate in public policy making process through a variety of ways,which not only expand the channel for citizens' interest expression,but also improve the relationship between government and citizens.Moreover,it helps to develop the democratization in China,so as to build a harmonious socialist society and a modern,democratic country.Based on summarizing and referring to relevant research of the academic circle,and guided by Public Governance Theory and Preventive Government Theory,this paper analyzes the problems and causes in the process of citizens' participation in public policy making in the Internet era,and puts forward corresponding optimization countermeasures.
