The Research On The Path Of State-Governance In The Perspective Of Service Oriented Government In Transition Period

State-governance came into being since the concept of country appeared in human history.The essence of state-governance is to reconcile and alleviate social conflicts as well as to maintain state order through the realization of its properties and functions.The functions of a country vary in different historical periods,but its function of public administration has never faded away.With the development of the times,new understandings were gradually given to state functions,including control,regulation,management and service.State-governance has been advancing with the development of modernization.Meanwhile,it gradually achieves transformation and upgrading.The world is in the era of great change.State-governance and global governance also face deep transformation.To achieve successful transformation of state-governance,it is necessary to set foot on international and domestic environment,to deepen comprehensive reform,to make deployment for value concept,system arrangement,and management methods and to develop a comprehensive blueprint and timetable for the deepening reform.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China puts forward the overall goal of deepening the reform,which is to improve the socialist system with Chinese characteristics,to promote state-governance system and accelerate governance modernization.In order to fulfill this overall objective,it is necessary to strengthen top-level management design aiming at improving the political,economic,cultural,social and ecological system.Besides,it is essential to clarify relations between different parties and to promote governance modernization.State-governance is a mutual restraint,interaction and balanced process between different governance bodies.Human society has gone through agricultural civilization,industrial civilization and postmodern civilization,while the methods of state-governance are based on rule,management and service respectively.Different ruling methods have different governance bodies.The rule-based body is a monarchy,which has right-based governance;management-based body is the government,which is a power and law-based governance;service-based bodies include government,market and society,which is a law and morality-based governance.With the development of the times,the body of state-governance is changing as well.It gradually shows a various bodies' trend,but government still takes the advantaged position.The current state-governance transition needs to establish a new governance structure.From the perspective of service-based governance,the body of governing focuses on Central People's government,which stresses the cooperation between government,market and society.At the same time,it pays much more attention to governments' service function.According to China's national conditions and historical traditions,contemporary Chinese state-governance is based on a strong community and strong nation so that state-governance structure can be successfully transformed.Under the vision of service-oriented government,constructing national governance should obey the general requirements of perfecting national governance system and improving governance capability,combine the transformation period situation of our national governance,analyze and illustrate the feasibility and elements of the choices present national governance methods.Under the multiple governance subjects of government,market,social organization as well as individual,constructing the Six in One of new-pattern national governance including political democracy,developed economy,cultural prosperity,social harmony,excellent ecological environment,and advanced party;disseminating the concept of governance including people oriented,fairness and justice,multiple participation in our society;improving mechanism of rule of law as well as rule of virtue;innovating the method of national governance by the contract based way of cooperation,law-oriented way of service,and information-oriented way of management,so that modern national governance can be realized.
