Research On The Government Responsibility Of Home-Based Care Service In Urumqi City

Aging problem is one common issue the world faces. It is critically about the national economy and people's livelihood. Although our country faces the aging slowly, the speed is far more than other countries, the development tendency is from east continuously to the west. Urumqi city is located in the northwestern China, with the development of, human migration, aging have arisen. There are many problems about focusing on responsibility burdened to the government, these problems have seriously affected the Urumqi city home-based care service. This study aims to clear the government responsibility in the process of home-based care service construction, and correct guiding the future development direction of home-based care service.The author through the document study law with a lot of information on home-based care service, knowing about the development of home-based care service at hone and abroad. Through interviews method knowing about the present situation of aging in Urumqi, home-based care service pension situation and carry out a detailed analysis of the performance of the government responsibility. Through an interview survey found in the home-based care service government accountability also exist division of labor is not clear, the implementation of the policy is not in place, inadequate funding, inadequate pension service facilities, personnel training mechanism is not perfect, inadequate publicity and other issues. Through the analysis of the problems, this research argues that the government responsibility of home-based care service in Urumqi has six aspects: formulate policies and regulations; investment of management fund; supervision assessment of the home-based care service; propaganda guidance; market cultivation; personnel training. In the light of home-based care service pension situation of Urumqi, this paper from the policy system, supervision and assessment, publicity and guidance, cultivate the market, personnel training six aspects put forward to improve the system security, broaden the financing channels, improve the supervision and evaluation system, increase publicity efforts, the development of pension market, optimize the service team, and making the home-based care service of Urumqi has got further, mature, and long-term development.
