The Study On The Home Care Service Issues In Urumqi City

China has already been aging society since 2000.On the one hand, the needs of elderly is increasing; On the other hand, elderly services and products is insufficient. It will inevitably lead to social conflicts. At the same time, the function of family elderly services gradually weaken.Agency elderly services has variety limitation, for example: lack of resources, low quality of service. hardly get chance to the agency. Home care service is considered to be in line with China’s national conditions. And it is a better way to the problem of urban endowment. The study of home care services is more concentrated in developed city, there is little research on the western city. And lack of specific empirical investigation and analysis. The paper chose 3 communities as sample, it is very important to understand the influencing factors of the home care service demand in Urumqi and to provide a theoretical basis for developing home care service and improving living quality for older people.Firstly, according to the description of home care service in Urumqi through 3 aspects: policies construction, funding and facilities, network system. Secondly, The paper chose 3 communities in Urumqi as sample. On the supply side, including service object, service content, service organizations network and service facilities. On the demand side, depending on the old people everyday life, including care needs, medical needs, service needs, spiritual and cultural needs. Finally, using the binary Logistic regression analysis to study the factors of the demand for services for the elderly home care.According to the analysis of the relationship between supply and demand of home care service. The results show that: most old people have needs in home care service, but the policy is insufficient; the needs of home care service is more and more diverse, in fact, the principal part of supply is single; fewer low compensation not meet the potential demand.Finally, according to the results of questionnaire analysis, the paper sum up some problem about home care service, such as inadequate service coverage, shortage of funds and facilities, immature team. So providing a theoretical basis for developing home care service and improving living quality for older people in government functions, organization management, market mechanism.
