| Large aging population base,accelerated aging rate,aging before getting rich,unbalance between urban and rural areas,serious empty nest problems are the characteristics of China’s aging population.It is an overarching,fundamental and long-term strategic task for China to actively cope with.As the capital city of Fujian province,Fuzhou took the lead in listing community home-based elderly care services as a practical project of the municipal party Committee and municipal government.The government’s purchase of community home-based elderly care services is conducive to the change of government functions.Through scientific and reasonable purchases,it can bring the maximum benefit into play.Writing methods like literature research,investigation and analysis,statistical analysis are used in the paper.The paper firstly has reviews on current researches in China and other countries,then defines the core concepts of public service,government purchases of public services and community home-based elderly care services,thirdly introduces the basic theories of welfare pluralism,the new public service and government and social capital(PPP).Then,introduces the background of Fuzhou city government purchase on community home-based elderly care services,including the background,basic modes and what it serves.According to the actual research results,the paper analyzes the need of basic service,how convenient it obtains and to what degree of its satisfaction.Through analyzing,the paper finds the main problems with the government to buy community home-based elderly care services are awareness is low,social identity is not strong;Unmet needs and low satisfaction;Resources have not been integrated,and it is diff improve the government-led multi-service supply model;Overall planning,break down work barriers;Opening up multi-channel financing mechanism to enhance the government’s ability to purchase community home-based care services;Integrate various forces to ensure the level of the government’s purchase of community home-based care services;We will build a smart platform for the government to purchase community home-based care services.The internal reasons for the analysis are the insufficient publicity of the government’s purchase of home-based care services,which leads to limited information acquisition channels and unsmooth communication.Demand is not effectively collected,pension demand is high,capital participation is insufficient,personnel shortage;Policies are fragmented and laws and regulations are not sound.Finally,by referring to the advanced experience of Shanghai and Japan in purchasing community home-based care services,the countermeasures to improve the quality of community home-based care services purchased by Fuzhou municipal government were proposed,that is,improve the government-led multi-service supply model;Overall planning,break down work barriers;Opening up multi-channel financing mechanism to enhance the government’s ability to purchase community home-based care services;Integrate various forces to ensure the level of the government’s purchase of community home-based care services;A smart platform for the government’s purchase of community home-based elderly care services will be built.Fuzhou is a medium-sized provincial capital city in the southeast.At present,the internal age structure of the elderly population is relatively young,and it is in the opportunity period and window period to cope with the aging of the population,so the problems in all aspects are relatively representative.Through this study,the government purchase of community home care services in other cities in Fujian and other cities in China can constitute a demonstration effect.At the same time,improve the quality of the government to buy community home endowment service,to promote the change of government functions and promote the government to buy satisfaction,increase the happiness of the elderly and their families and get feeling,promote economic and social development,better implement "low-end have safeguard,in the end,high-end market selection" multi-level old-age service pattern. |
