The personnel management is a basic work of the construction of government organizations. it promotes the change of government function and strengthens institutional reform achievement. Besides, it is the important means of preventing overstaffed occasions. The personnel management, to some degree, has achieved the expected purpose of simplifying administration by adopting the ways of downsizing and distributing their staff. But for a long time, lots of problems are still existed and have not been fundamentally solved in the personnel management of the regional governments organization, even though the regional governments have issued relevant rules and regulations to standardize the management, such as separated authority, a chaos of personnel, no supervision. phenomenon. However, it doesn't achieve obvious effect because of the lack of legal support and the establishments of "rule by law" management. With the deepening reform of administrative system proposed by the 18th party congress, the regional governments are complementing the regime of doing-list power and reform of administrative assessment and approval system. Therefore, the problems existed are gradually showing out in the personnel management of some county governments, and they are getting more and more serious. The institutional responsibilities of the government are not clear; the recruitment of new staff is without authorization; the working positions are disorderly occupied; there is no sound and powerful supervision system; the misconduct issues are not being investigated for legal responsibility; all these serious problems have a negative influence on the reform of administrative system of county government.In the present study, the author chooses Teng Xian County as a case study of local government. The thought of "standardization" has gone through the whole paper. The author tries to seek a standardized way of personnel management which is suitable for the development of Teng Xian County under the background of county-level government reform.
