Since the Decision on Major Issues Concerning Comprehensively Deepening Reforms was adopted at the close of the Third Plenary Session of the 18th CPC Central Committee,China has stepping into a critical year of Comprehensively Deepening Reforms.And enhancing administrative work efficiency as been put on the agenda.The attitude of civil servants toward work could directly affect work efficiency and quality.New questions arose:How to promote performance scientifically?How to establish effective incentive mechanism in government context?Carrying out research on achievement goal orientation of civil servants,which provides an important reference value for both predicting their performance and establishing a learning and innovating government.The study adopt theoretical analysis,questionnaire survey and SPSS statistical analysis.The study choose 171 civil servants from four subbranches of Xinyu Local Tax Bureau as the object of study.157 of 171 questionnaires are valid questionnaires and the valid response rate is 91.8%.Adopting descriptive statistical analysis,variance analysis,correlation analysis and regression analysis to analyze the effect of each dimensions.This paper draws several main conclusions are as follows:(1)Age of demography variables had certain influence on contextual performance.(2)Educational background of demography variables had certain influence on job performance,learning goal orientation,learning performance and innovative performance.(3)Job grade of demography variables had certain influence on performance goal orientation,learning goal orientation and contextual performance.(4)Job types of demography variables had certain influence on performance-avoidance orientation;professional technical posts had highest point.(5)Achievement goal orientations was positively related to job performance;mastery orientation was positively related to job performance and its four dimensions,performance;performance-approach orientation was positively related to job performance.Implications of our findings and directions for future research about tax department are discussed.(1)To adjust the age structure of Local Tax Bureau gradually,making the age distribution more reasonable,eliminating the impact of delay retirement on taxation;to optimize the personnel structure,introducing high-level talents,cultivating leading talents.(2)To pay more attention to the effect of training.Adhere to the practical ability application oriented,training courses should be in accordance with the classification of necessary skills,job skills,professional skills,and local tax departments should examine trainees strictly after training.(3)To establish and improve the incentive mechanism,solving problem of civil servants,narrow longitudinal space for development,broaden the transverse professional development channel by using professional and technical titles;improving organizational error management climate,guiding the civil servants to have a correct understanding of error,make best use of their subjective initiative,enhancing the performance of the organization.(4)Deepening taxation culture construction,building a good environment for law enforcement.To strengthen the local civil servants' law enforcement consciousness,improving the efficiency and effectiveness of taxation.
